Identifying and Developing a School-Based Management Model in Iran's Education System: A Qualitative Study

Abstract

This research aimed to identify and develop a school-based management (SBM) model for the Iranian education system. The study employed a qualitative approach using the meta-synthesis method (Sandelowski & Barroso, 2009), supplemented by semi-structured interviews with subject matter experts. In the meta-synthesis phase, 110 documents were reviewed, and 21 were purposively selected for analysis. For the interview phase, 8 experts were selected through purposive sampling until theoretical saturation was reached. Reliability was confirmed via inter-coder agreement (Cohen’s kappa = 0.74), and the validity of the results was verified by two qualitative research experts. The findings revealed 269 open codes, which were categorized into 26 axial codes and 7 selective codes: Decentralization, Leadership and Professional Development, Responsibility and Professional Commitment, Culture and Values, Managerial Competencies, School-Based Learning, and Facilitating Factors. The interviews confirmed the meta-synthesis findings and provided 40 additional open codes. Ultimately, a localized school-based management model for the Iranian education system was developed.
