The present study was conducted with the aim of identifying and developing a school-based management model for Iran's education system. This research employed a qualitative methodology, utilizing the meta-synthesis method based on the seven-step approach of Sandelowski and Barroso (2009), along with semi-structured interviews with subject-matter experts. The study population in the document analysis phase consisted of 110 documents, from which 21 documents were selected purposefully based on inclusion criteria. For selecting interview participants, a criterion-based purposive sampling method was used, and based on the principle of theoretical saturation, 8 individuals were selected. The reliability of the findings was confirmed using intercoder agreement with a Kappa coefficient of 0.74, and the validity of the results was approved by two experts in qualitative research. Based on the results of the meta-synthesis, 269 open codes were extracted and categorized into 26 axial codes, which were further grouped into 7 selective codes: decentralization, leadership and professional development, accountability and professional commitment, culture and values, managerial competencies, school-based learning, and facilitating factors. The interview results confirmed the findings of the meta-synthesis and added 40 additional open codes. Finally, a localized school-based management model for Iran's education system was developed.
